• Develop and coordinate all M&E framework and activities, including internal data collection and external baseline, mid-term and end-of-term evaluations and reporting
• Monitor all project activities, expenditures and progress towards achieving the project output
• Monitor and evaluate overall progress on achievement results
• Update and track target and activity indicators of the project with the required quality
• Organize project review and evaluation meetings and f0llow up on the implementation of decisions and course corrections
• Coordinate the preparation of reports in line with the reporting schedule and donor requirements
• Do/assist in PGS registration, documentation, coaching of organic farmers in organic certification and collaborate towards simplification of the organic food registration system
• Do oral translation during the meetings and discussions when necessary
• Assist in coordinating beneficiaries and organizing workshops and training sessions
• Prepare monthly, quarterly, annual reports for the Project Manager
• Perform a variety of other duties as required

• Bachelor’s degree in social work, statistics, agricultural economics or related field
• Minimum of three (3) years of experience in an M&E position responsible for implementing M&E activities of international development projects
• Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages
• Experience in designing and managing beneficiary monitoring and database systems
• Ability to facilitate and serve as project liaison for externally managed evaluations
• Practical knowledge of agriculture sector and organic agriculture of Mongolia
• Practical knowledge and experience working with primary and secondary cooperatives
• Excellent working knowledge of Microsoft office software and other required programs
• Able to travel to the field frequently
• Full compliance with ADRA’s values, principles and work standards

Job Summary

The M&E Officer is a full-time position, based in Ulaanbaatar city, responsible for design, coordination and implementation of the monitoring and evaluation, research and learning framework of the project and ensuring that project activities result in the achievement of its intended outputs in a cost-effective and timely manner under the supervision and guidance of the Project Manager.
